Exploring the Professional Development Needs of the Non-Teaching Personnel of the Department of Education Schools Division Office-Iligan City

Abstract: 

This qualitative study explores the professional development needs, implemented initiatives, and challenges encountered by non-teaching personnel in the Schools Division Office (SDO) of Iligan City. Through narrative inquiry and thematic analysis of interviews with seven participants, the findings reveal a pressing demand for capacity-building in areas such as technical proficiency, leadership, management, and interpersonal communication. While the Division has introduced developmental programs, including skills training and workshops, these efforts are hindered by systemic issues such as outdated equipment, inefficient administrative workflows, and financial constraints. These barriers highlight the urgent need for responsive and sustainable strategies that support continuous learning and enhance organizational productivity. The study advocates for targeted investment in the growth of non-teaching staff to strengthen institutional performance and contribute to a more effective public education system.
