Challenges Faced by Non-Teaching Personnel in Small-Value Procurement and Disbursement of Non-Consumable Resources

Abstract: 

This qualitative study investigates the challenges encountered by non-teaching personnel in the small-value procurement and disbursement of non-consumable resources within public educational institutions, with a particular focus on the Lugait District. Utilizing a narrative inquiry design, the research draws from the lived experiences of administrative staff to uncover institutional and operational constraints, including limited supplier availability, stringent bureaucratic procedures, budgetary restrictions, and prolonged processing times. Despite these systemic obstacles, participants described adaptive strategies such as collaborative problem-solving, informal networking, and procedural improvisation that help sustain school operations. The findings underscore the resilience and ingenuity of non-teaching staff in maintaining functionality amid procurement inefficiencies. Additionally, the study advocates for digitized procurement systems, streamlined inter-departmental coordination, and mental health support mechanisms to mitigate the psychological toll of procurement-related stress. This research offers practical insights into enhancing procurement practices and strengthening institutional responsiveness in basic education settings.
