School-Local Government Unit Collaboration in the Implementation of the Alternative Learning System (ALS) in Iligan City Central District
Abstract:
This qualitative study explores the collaborative efforts between schools and local government units in the implementation of the Alternative Learning System (ALS) in the City Central District. Data were gathered through in-depth interviews, with qualitative analysis conducted using thematic analysis framework. Findings reveal that while school-LGU partnerships contribute positively to ALS delivery, persistent challenges such as limited funding, inconsistent coordination, and insufficient training impede broader implementation. The study highlights the importance of sustained advocacy, localized support, and continuous research to strengthen ALS programs and improve access for Out-of-School Youth (OSY), Out-of-School Adults (OSA), and Out-of-School Children (OSC).
